The Official Rule
Little League National Rule 4.06 says:
"No manager, coach or player, shall at any time, whether from the bench or the playing field or elsewhere:
(1) Incite, or try to incite, by word or sign, a demonstration by spectators;
(2) Use language which will in any manner refer to or reflect upon opposing players, an umpire or spectators;
(3) Make any move calculated to cause the pitcher to commit an illegal pitch;
(4) Take a position in the batter’s line of vision, with deliberate intent to distract the batter.
The umpire may first warn the player, coach and/or manager. If continued, remove the player, coach and/or manager from the game or bench. If such action causes an illegal pitch, it shall be nullified."
Interpretation
The interpretation of how to enforce the rule hinges on two factors. The first is whether or not the chanting is derogatory—a put-down of an opposing player, coach or the umpire. The second factor seems to hinge upon whether the chanting increases or otherwise changes in volume, pitch or intensity as the pitcher delivers the pitch (for the offensive team), or as the pitch is delivered over the plate (for the defensive team).
Everyday Implementation
In everyday situations, the implementation and enforcement of the rule varies widely. In an online discussion forum thread, there were varying opinions regarding how much leeway to give the players before enforcing the rule. The general consensus was that if the chanting and chatter got too loud, or too derogatory toward the opposing team, then it was time for the umpiring crew to begin the warning process from Rule 4.06.
